Check-out registration in construction: what changes in 2027?

Today, anyone working on a construction site only registers their arrival in Checkin@Work. That is changing: departure becomes mandatory as well. This guide sets out what changes, who it applies to and how you prepare.

What changes?

Alongside arrival (IN), departure (OUT) must also be registered electronically.
Registration happens at the moment itself and on site. Registering presences in advance will no longer be possible.
The person present on the site registers themselves.

From when?

The obligation was written into the programme act of 30 May 2026 (Belgian Official Gazette of 1 June 2026). In July 2026 the council of ministers approved the implementing royal decree on second reading. The NSSO is targeting 1 April 2027 as the start date; publication of the royal decree confirms that definitively.

Who does it apply to?

Sites from € 500,000 excluding VAT (the same threshold as today).
Everyone carrying out immovable works on the site: employees, self-employed workers, subcontractors, temporary workers.
The delivery of ready-mixed concrete is also covered. Cleaning activities are not: they have their own scheme (CIAO).

What does this mean in practice?

Two registrations per person per site visit instead of one: twice as many chances of a forgotten or incorrect registration.
A missing check-out only shows up during an inspection if nobody follows up on the NSSO responses.
The main contractor remains co-responsible for the registrations of subcontractors.

How to prepare

01Map out which sites are above the threshold and who works there, including subcontractors.
02Choose a registration method that supports IN and OUT on site, with geofencing.
03Inform your employees and subcontractors in good time.
04Make sure every declaration is followed up until the NSSO's final response.
